Full-time Study and Part-time Study
The DGA recommends that students pursue their studies full-time. A full-time academic load is defined as nine or more credits per semester.
Prospective M.S. and Ph.D. students may apply for part-time enrollment. A part-time academic load is defined as eight or fewer credits per semester.
The maximum allowable time for completion of degree study is three years for M.S. students and eight years for Ph.D. students.
Graduate fellows, research interns and graduate and teaching assistants must be registered for full-time study.
Non-degree Graduate Student Program

Non-matriculated students are encouraged to apply for admission to degree programs in the DGA. Up to twelve non-degree credits may be counted towards a graduate degree. For eligibility, non-degree coursework must be completed within five years of submission of the application and the applicant must have a grade point average of B or above in non-matriculated coursework.
Visiting Fellows
The DGA welcomes applications from senior, junior, and post-doctoral scholars for the status of Visiting Fellow. Applications should be addressed to the DGA Director and must include a brief cover letter describing the research project to be pursued at the DGA and a Curriculum Vita.
Visiting Fellows have access to all DGA facilities and programs, the University library system and as available, office space equipped with a computer.
The DGA does not provide financial assistance for Visiting Fellows.
Application forms are available online. The application fee is $65 and is non-refundable.
Prospective students from various academic and professional backgrounds are encouraged to apply for graduate study at the DGA. Admissions considerations are based upon the quality of the application package overall. Ideal applicants are those who demonstrate a profound interest in global affairs, the aptitude to excel in an academic or professional environment and the commitment to making a better world. To be eligible for consideration applicants must possess a Bachelor's Degree or its equivalent and are required to submit an application package containing the following:
Students who are not U.S. citizens, U.S. Permanent Residents or citizens of countries where English is the official language must submit a TOEFL score. Scores from exams taken more than two years before the time of application will not be accepted.
Incomplete applications may be subject to withdrawal from the admissions process.

DGA’s Ph.D. program accepts application for fall admission only. Applicants of the Ph.D. program must submit completed applications by February 15 for study in the fall semester of the following academic year. Application submission well in advance of the deadline is strongly encouraged. Full review of an application may take up to two months. Incomplete applications are those without three letters of recommendation, transcripts and GRE scores will be withdrawn.
Candidates who are admitted to the Graduate School-Newark receive notification from the Office of Graduate and Professional Admissions. Incoming students are expected to register for the term for which they were admitted.
Those students who are accepted into the program and wish to defer attendance or those who were rejected and wish to reapply may reactivate their applications by contacting Jennifer Nyeste, Admissions Officer at nyest [at] ugadm.rutgers.edu.

Students wishing to change their field or degree program must obtain the requisite form from the Office of the Dean of the Graduate School-Newark, Hill Hall, Rm. 401, submit it to the appropriate Graduate Program Director for approval, and return it to the Office of the Dean for final authorization. The fall-term deadline is July 1, and the spring-term deadline is December 1.
Students who are not U.S. citizens, U.S. Permanent Residents or citizens of countries where English is the official language must submit a TOEFL score based on a test taken no more than two years before the time of application submission.
Rutgers University requires that TOEFL scores are 213 and above on the computer-based test, 550 and above on the paper-based test, and 79 and above on the Internet-based test. The Rutgers TOEFL code is 2765.
Satisfactory English-language proficiency is a prerequisite for graduate study at Rutgers-Newark. Admitted international students may be required to take a test of English-language proficiency soon after they arrive at the University and may be required to take course work in English as a Second Language (ESL).
International students appointed as Teaching Assistants are required to take an oral proficiency test regardless of their TOEFL scores.
Non-immigrant international students must present evidence that they have adequate financial resources to meet their educational and living expenses.
Graduate courses completed at other universities or in other departments or schools at Rutgers University may be accepted for credit at the DGA. In order to be eligible to apply for transfer credits, students must first complete twelve credits with a grade of B or higher at the DGA and then submit a Transfer Credit Application. Applications are also available at the DGA and the Office of the Dean of the Graduate School-Newark, Hill Hall, rm. 401, Transfer Credit Applications must be approved by the DGA Deputy Director.

Teaching Assistantships
The DGA offers full-time Ph.D. students a number of highly competitive Teaching Assistantships providing full tuition and health benefits. Teaching Assistantships are offered on an annual basis for a maximum of three years. In order to qualify for Teaching Assistantships, incoming Ph.D. students must submit complete applications for graduate study at the DGA by February 15.
Incomplete applications are those without three letters of recommendation, transcripts and/or GRE scores or the equivalent and may be withdrawn.
Ongoing Ph.D. students and holders of Teaching Assistantships must apply in writing to the DGA Director by February 15. All applicants must include a brief cover letter outlining their qualifications along with a copy of their transcript from the preceding academic year. Holders of Teaching Assistantships must maintain an excellent academic record in order to qualify for renewal, which cannot be guaranteed even with first-rate performance. Recipients of Teaching Assistantships may not, except in extraordinary circumstances requiring the written approval of the DGA Deputy Director and the permission of the Graduate School have outside employment with the exception of a DGA-approved Internship for which they receive academic credit. International students appointed as Teaching Assistants are required to take an oral proficiency test regardless of their TOEFL scores.
Dissertation Fellowships
Several Dissertation Fellowships, which do not provide tuition remission, are available from the Graduate School-Newark for Ph.D. students who are in their final year of matriculation, have completed their coursework and have begun their dissertations. Applicants must include a brief cover letter outlining their qualifications, a summary of their dissertation-related research and writing plans along with a copy of their transcript from the preceding academic year. Fellows receive health benefits through the payment of student fees. Dissertation Fellows may also register for Matriculation Continued. Recipients of Dissertation Fellowships may not, except in extraordinary circumstances requiring the written approval of the DGA Director and permission of the Graduate School, have outside employment with the exception of a DGA-approved Internship for which they receive academic credit.
External Funding

Master’s Scholarships
A small number of Master's Scholarships worth twelve credits of coursework and tuition remission for 6 credits per semester are available through the Graduate School-Newark. Students must apply to the DGA Deputy Director by March 1. Applicants must include a brief cover letter outlining their qualifications along with a copy of their transcript from the preceding academic year.
Matching Tuition Remission Awards
Matching Tuition Remission Awards that equal, and are limited to nine credits of tuition remission per semester for two academic semesters, thus granting students full-time status, are available to M.S. and Ph.D. students from the Graduate School-Newark. These awards are only available as matches against faculty-sponsored grants in which graduate students are provided full stipends and benefits.
